Uni 17-12-2015 - Guidance on exchange rate usage for enterprises incurring accounting records with USD

According to official letter 17590/BTC-CĐKT , enterprises registering accounting currency with USD, transactions incurring with VND are transactions with foreign currency and the application is performed as follows:

• For receivables, revenue with VND: enterprises are applied to VND buying rate (USD selling rate) of Banks for recognition.
• For payables, expenses are not yet paid to sellers with VND: enterprises use VND selling rate (USD buying rate ) of Banks for recognition.
• For buying assets or expenses paid immediately foreign currency (not through account payables): enterprises use buying rate of commercial banks where they open bank accounts
